Designs and delivers programs to train all levels of personnel. Develops tests and visual aids, conducts training classes, and develops criteria for evaluating effectiveness of training activities. Keeps abreast of training and development research: learning theory, motivation theory, and new materials, methods, and techniques. Develops in-house programs and practices to identify developmental needs, including preparing personnel for more responsible positions and increasing effectiveness in present assignments. May evaluate and/or oversee contractors or vendors to develop and/or administer training programs. May be responsible for development of e-learning programs.

Individual selected will provide Electronic Warfare (EW) Mobile Training Team (MTT) support to the Joint IED Defeat Organization (JIEDDO) Navy Center of Excellence (NCOE). This position provides EW technical and operational expertise in support of the JIEDDO NCOE EW Department’s mission of executing EW training at various Joint Service pre-deployment training venues. The EW MTT is responsible for developing and executing individual and collective training across the Joint Force to ensure deploying Battle Staffs’ are confident and capable in integrating full spectrum EW (EA, ES, EP) in support of combat operations. Additionally, the NCOE EW department is charged with proactively developing EW related IED Defeat CONOPS.

Specific responsibilities:

a. Serves as EW MTT instructor for electronic warfare operations; Electronic Attack (EA), Electronic Protection (EP) and Electronic Support (ES) theory and technologies.

b. Provides operational expertise relating to employment of electronic warfare equipment specifically as it relates to the JIEDDO NCOE assigned programs of EW, CREW and Pre-detonation.

c. Assist with development of preliminary Tactics, Techniques, and Procedures (TTPs), in areas of EW, CREW and Pre-Detonation.

d. Assists in performance of the JIEDDO NCOE mission as assigned. These duties may include research, development, test, evaluation, logistics, and in-service support of various EW equipment, doctrine, or courses of instruction.

Proficiency in a technical background based in but not limited to electromagnetic theory; e.g. Electronic Warfare and/or radio communications required.

Training expertise required to provide training, coaching, and mentoring to military personnel - from NCO to field grade military officer audiences.

Superior communication skills, both oral and written. Proficiency in Microsoft Word and PowerPoint is also required.

Prior operational or combat experience while performing duties relating to technical background referred to above in support of OIF, OEF. Examples: JCCS-1, CJTF Paladin, or theater EWCC is preferred.

Knowledge and experience with CREW, EW and/or Pre-detonation systems and TTPs a plus

Qualification/prior experience as military instructor or SNCO/Officer a plus.

Security Clearance: Minimum of active SECRET is required.
