This vacancy is being advertised government-wide

This position is located in Department of Homeland Security, U.S.
Coast Guard Headquarters, Marine Safety Center (MSC), Hull Division
(MSC-1), in Washington DC.

KEY REQUIREMENTS:
  • Selectee is contingent upon proof of U.S. Citizenship.
  • Selectee must be able to obtain and maintain a Secret Clearance.
  • This position requires occasional travel.

MAJOR DUTIES:

The incumbent performs the following duties:

- Reviews commercial vessel design plans, specifications and calculations for compliance with international treaties, U.S. laws, federal regulations, American Bureau of Shipping Rules, engineering standards and Coast Guard policies;

- Reviews, assess, and evaluate structures and arrangements of all
types of vessels to ensure they are safe for the intended use;

- Reviews shipboard structural fire protection details including
main fire zones, joiner work details, deck/bulkhead penetrations
details, spaces and boundary designations and ventilations systems
arrangements;

- Conducts preliminary studies to establish the feasibility of
various ships characteristics to meet Coast Guard safety regulations
with regard to arrangements; structural adequacy, and stability for
proposed new designs;

- Reviews stability calculations, including subdivision, damage, and
intact stability for approval. Evaluates loading and operating conditions covering the range of anticipated vessel operations. Ensures adequate stability so that a stability letter can be authorized. Reviews and approves stability manuals for vessel masters. Also, reviews and approves loading manuals for certain vessels where required;

- Conducts oversight review of plans approved on behalf of the Coast
Guard designated third parties;

- Provides expert advice and consultation to naval architects,
shipbuilders, Coast Guard field units, and vessel owners, regarding technical policy, guidelines, and regulations pertaining to commercial vessel design; and

- Reviews, critiques, and/or develops new concepts, criteria, or
regulations in support of MSC needs and Headquarters
projects.
