Engility is seeking an experienced FAA Mid level Program Analyst to support the FAA ATO NextGen Implementation and Integration Program Office. Position requires the successful candidate to provide financial analysis of new and existing basis of estimates for the transition of the as is engineering, acquisition, and infrastructure states and support for the development of a gap and risk analysis from the as is plan to identify and quantify gaps and risks associated with meeting the 2015 objectives. Duties include analysis of the agency’s portfolio; assisting in the isolation of issues and development of solutions; and developing the tools and tracking methods to support operational analysis and operations budget formulation. Duties will also include support for the development of white papers that document and support NextGen’s vision and accomplishments to date by solution sets, benefits, operational improvements, and reports to stakeholders on accomplishments. Requirements (Essential skills and experience necessary to perform the work): The candidate is expected to be experienced in modern methodologies for all phases of the life cycle for large software intensive systems. The candidate must be experienced in review of the documents required to formulate basis of estimates (BOE) for new and existing systems, and conduct of Independent Government Cost Estimates (ICGE). The candidate must also be knowledgeable regarding government acquisition policy. Excellent verbal and written communication skills required. Advanced experience in use of Microsoft Access, Power Point, and Excel is required. Desired Experience Experience working FAA contracts and procurement, FAA financial systems (Delphi) and FAA AMS desired. Working knowledge of MS Project or Visio also preferred Applicants selected for this position will require background screening and the ability to obtain and maintain a security clearance.
