Position Description
This senior level Contracts staff position reports directly to the Director of Contracts. Provides “cradle to grave” contract management, support, and oversight on a variety of AMERICAN SYSTEMS contracts. Responsibilities are established at the Group and Divisional Levels of the organization as the Contract Manager will be required to establish a business relationship with assigned Vice Presidents.
RESPONSIBILITIES:
1. Interprets contract policies, procedures, methods, operating practices, and performance standards for the AMERICAN SYSTEMS Contracts office.
2. Responsible for the review, negotiation, and administration of Prime Contracts, Subcontracts, Purchase Orders, Task Orders, Contract modifications, Teaming and Non-Disclosure Agreements.
3. Responsible for management and administration of company contracts to ensure compliance with all contractual terms and conditions (cost and technical).
4. Reviews and resolves all issues affecting company compliance and ensure satisfaction of legal requirements, company, and customer objectives.
5. Interfaces with Government/Customer Contracting personnel. Provides contractual guidance, advice, and support to –in-house management and Program Mangers, including interpreting terms and conditions, monitoring contract performance and performing contract close-outs in accordance with applicable regulations.
6. Responsible for generating contractual correspondence for cognizant contracts.
KNOWLEDGE AND SKILLS REQUIRED:
1. Requires detailed knowledge of Federal Government Contract Types and an advanced working knowledge of the FAR.
2. Requires experience in negotiating price, terms and conditions and multiple types of contractual Agreements to include but not limited to Teaming Agreements, Non-Disclosure Agreements, Memorandums of Understanding, Master Service Agreements, and Subcontracts.
3. May be responsible for assigning, directing, and evaluating Contract’s staff. If so, this individual is responsible for the employment, training, motivation, line management and evaluation of the assigned employees.
MINIMUM EDUCATION AND EXPERIENCE:
• BS or BA degree in a Business related discipline. Certifications and/or significant coursework associated with Graduate level Contracts Mgt. Certification Programs can be substituted for degree.
• Six Years of specific experience as a Sr. Contracts Administrator in Federal Contracts Administration, with a company similar to AMERICAN SYSTEMS.
• Familiarity with Commercial Contracts and Agreements.
• Excellent oral and written communication skills. Ability to interact with all levels of management and with Operations personnel.
• Demonstrated abilities with practical applications of personal computers and basic application software to include Word and Excel at a minimum.
• Deltek/CostPoint familiarity is a plus.
• Line Management experience is a plus.
• Security Clearance is a plus.
