Job Summary

Loudoun County Department of Family Services is seeking a dedicated and experienced professional leader for its Child Protective Services (CPS) In-Home Supervisor position. The successful candidate will join the Department of Family Services which envisions better health, safety, and well-being for all and supports individuals and families in the community to live their best lives while advocating for those most vulnerable and respecting their right to self-determination.

This critical supervisory position directs and supports the work of the CPS In-Home Specialists. The CPS In Home team uses strengths-based and trauma-informed perspectives as well as evidence-based practices to stabilize and support families where child abuse or neglect has been substantiated. They increase safety and protective capacity and reduce risk of future harm by comprehensively assessing risks, safety, needs and strengths. Additionally, this position will support the specialists in devising goal-directed service plans, referring to community services as indicated, and monitoring and evaluating purchased services. This position will conduct periodic reviews adhering to all local, state, and federal policies and regulations.

Under the direction of a Program Manager serving with a peer supervisory team, this position provides leadership and oversight of the Child Protective Services program.

This work is multifaceted, as outlined in its core responsibilities:

  • Supervising the CPS In-Home Specialist staff that support families where child abuse or neglect has been substantiated, during regular business hours, evenings, overnight, weekends, holidays, on a scheduled rotation, or as assigned using strengths-based and trauma-informed perspectives.
  • Providing crisis intervention to ensure an appropriate and timely response 24 hours/7 days per week to emergency, high-risk and life-threatening situations involving children and youth.
  • Ensuring adherence to all local, state, and federal policies, procedures, and regulations for investigations, assessments, and record keeping.
  • Reviewing documentation and electronic records for accuracy, adherence to all policies and procedures, clarity, and completeness.
  • Collaborating with agency partners to identify and address service gaps.
  • Developing community resources and services.
  • Managing contracts for community services.
  • Approving and monitoring the budget for purchased client services.
  • Conducting informal staff quarterly reviews and performance appraisals annually; addressing performance issues promptly.
  • Recruiting, hiring, and training new staff.
  • Addressing client/customer/consumer complaints and concerns promptly.
  • Analyzing and evaluating program success.
  • Providing community and programmatic crisis intervention and emergency responses as directed.
  • Completing special projects as assigned.

Successful candidates must be available for duty beyond the normal workday which includes nights, weekends, and holidays, as required to perform functions of the position. This position is considered essential personnel and will require report to work during times designated countywide as approved for unscheduled leave regardless of the emergency (e.g., weather, transportation, disaster). May also be required to work form, and may be assigned to, an alternate worksite(s) within the county to carry out duties that support operational needs.

Hiring salary will be commensurate with experience. This position is eligible for a $3,000 hiring bonus in accordance with the County's Hiring and Retention Bonus Program.
Minimum Qualifications

Bachelor's degree in Social Work, Psychology (master's degree preferred), or a related field; four (4) years of experience to include one (1) year of supervisory experience; or equivalent combination of education and experience.

Preferred Qualifications:
  • Master's degree in Social Work, Sociology, Psychology, or a related field; clinical licensure
  • Bi-lingual English and Spanish speaking abilities.
Job Contingencies and Special Requirements

Special Requirements:

  • Successful candidates must be available to work primarily evenings, nights, and scheduled weekends and holidays.
  • This position is considered essential personnel and will require the report to work during times designated countywide as approved for unscheduled leave regardless of the emergency (e.g., weather, transportation, disaster).
  • Candidates may also be required to work from, or assigned to, an alternate worksite(s) within the county to carry out duties that support operational needs.
Job Contingencies:
Successful candidates must possess and maintain a valid resident driver's license and undergo driving record, child protective services, credit and criminal background checks.
