The Strategic Division (SD) supports high-reliability organizations including Navy Strategic Systems Programs (SSP), Air Force Nuclear Weapons Center, and the Department of Energy (DOE), among others. Our support across our client base is expanding rapidly and encompasses important services, such as data analytics and visualization, threat analysis, risk management, modeling and simulation, cost estimating, earned value management, program management, system engineering, independent evaluation, and High Consequence Event prevention.

The Strategic Systems Analysis Group (SSAG) supports government and private sector strategic planning, decision making, and program management. SSAG integrates deep client knowledge, advanced analytics, and subject matter expertise to provide timely and objective technical, operational, programmatic, acquisition, and policy analysis. SPA advises the Department of Defense on ICBM modernization, acquisition, sustainment, and employment. SPA has a need for an ICBM Maintenance and Sustainment Subject Matter Expert (SME).

Responsibilities

Works with OSD project manager and other SMEs to understand and assess ICBM readiness, key metrics, and operations and maintenance issues. Prepare materials on ICBM readiness and maintenance issues for DoD leadership and proposes solutions to those issues. Monitor ICBM Reliability, Availability and Maintainability - Cost (RAM-C) data to understand overall mission capability, weapon system reliability, logistics supportability and total ownership cost. Assists operations research analysts and data scientists to study and understand ICBM maintenance using mathematical and data-driven models incorporating maintenance information systems (MIS) and technical orders (TOs) data. Monitor Non-mission capable/partially-mission capable (NMC/PMC) rates, critical safety deficiency reporting, configuration management changes, manpower/training shortfalls, and diminishing manufacturing sources and material shortages (DMSMS).

Qualifications

Required Qualifications:

    10+ years experience evaluating or addressing ICBM RAM-C issues.
  • Familiarity with force status and readiness program used to inform headquarters of ICBM sortie status.
  • Understand maintenance management analysis (MMA), maintenance production management, and missile maintenance operations center (MMOC).
  • Strong understanding of ICBM MIS (IMDS, FMxC2), TICMS, REMIS and TOs.
  • Team player and comfortable working with SMEs from a variety of backgrounds (engineering, mathematics, nuclear policy, etc.).
  • Comfortable briefing senior executive service (SES) and general officers on enterprise ICBM maintenance issues and be able to propose solutions to those issues.
  • Ability to keep up with changing maintenance procedures associated with ICBMs.
  • Can communicate ICBM maintenance issues to a non-Air Force audience.

Desired Qualifications:

  • Experience in HAF, AFGSC HQ and/or 20 AF on ICBM sustainment and modernization issues.
  • Experience in Minuteman III and/or Sentinel program office.
  • Basic understanding of deterrence theory.
  • Experience working with operations research analysts and data scientists to use mathematical and data-driven models.
  • Bachelor's degree in a STEM field.
