Overview

This Security Analyst works with the current Security team to support program activities and processes. The Personnel Security & Suitability Security Analyst should be familiar with all aspects of industrial, information, insider threat, communication, personnel, operational, or general security best practices of the office.


RELATIONSHIPS:

The Security Analyst will receive direct government oversight, assignments, and directions from the assigned Government Office/ Program, through an assigned team leader.


DUTIES AND RESPONSIBILITIES:

* Provides extensive support to the Department of State's programs established to protect classified national security information at all classification levels and in accordance with applied handling caveats within the Department and that which may be entrusted to private industry.

* Researches, interprets, and applies subject-matter policies and regulations, ensuring that information developed over the course of their duties conforms with the Foreign Affairs Manual (FAM), Foreign Affairs Handbook (FAH), and applicable national level guidance.

* Provides effective support to management in decision making, recommends policy updates, and promotes administrative improvements where applicable.

* Meets with management to assist in establishing priorities for projects in key areas.

* Determines priorities for evaluation and conducts or coordinates the evaluation of existing or proposed administrative activities for effectiveness, efficiency, and conformity to established or agreed upon guidelines.

* Assists in developing information required by the supervisor for program planning and in developing policies, procedures, and criteria for implementation of national directives and Departmental requirements.

* Assists in developing criteria for identifying and analyzing trends in processing problem areas and with developing methodologies for ensuring the conduct of program activities in a timely and effective manner.

* Conducts or directs analysis of policy issues affecting an assigned department or project.

* Analyzes the applicability of guidelines to specific circumstances and works with upper-level management regarding regulatory or procedural changes designed to improve the effectiveness or efficiency of the assigned program.

* Reviews, maintains, and makes updates to the team desk procedure or standard operating procedures to ensure guides remain current and relevant based on continuous updates to applicable policies, processes, and procedures.

* Prepares, tracks, and updates reports on various specialized projects utilizing databases, tracking history and applicable process as may be assigned.

* Documents, presents, and justifies program recommendations, drafts or reviews and comments on policies, and reviews and suggests modifications of department goals and objectives, planning, and program activities to improve policy coordination with other departments.

* Ensures follow-up on implementation of recommendations.

* Updates and reviews schedule information and forecasts future progress-based project data for assigned projects.

* Communicates program and/or administrative policies and procedures and assists in providing training as necessary.

* Clearly and effectively communicates with all levels of Department of State personnel and other external federal agencies.

* Works under limited supervision in the day-to-day performance of assigned program security support tasks and actions.

* Informs supervisor on progress, potential controversial matters, and/or developing security issues, which may have potential negative implications or adverse impact upon the Department, program, and/or individual.

* Conducts assigned duties and responsibilities in accordance with agency policies and applicable security regulations.


PROFESSIONAL QUALIFICATIONS AND SKILLS:

* Citizenship - U.S. Citizenship required.

* Education/Experience - bachelor's degree * Nine (9) to eleven (11) years of professional experience accepted in lieu of degree.

* Experience - Seven (7) to nine (9) years of specialized experience * Preferred: Three (3) years of direct Government contracting experience at task/project management level and applicable Industry Certification desired * Preferred: Department of State experience.

* Demonstration of technical proficiency, specialized experience, and management skills in the area(s) of the project's statement of work.

* Analytical and specialized technical skills, which will enable the contractor to perform all aspects of the job, including security project management and policy issues response agency wide as required.

* Experience with applicable security requirements and best practices with applicable regulations and guidelines in the civilian sector of the federal government.

* Working knowledge of security policies and procedures applicable to Federal Agencies such as the National Industrial Security Program Operating Manual (NISPOM), Intelligence Community (IC) directive, national and international security requirements, and relative executive orders.

* Understanding of and experience-based familiarity with security practices employed within DoD agencies.

* Knowledge of IC database implemented to manage eligibility for access to Sensitive Compartmented Information (SCI).

* Strong communication proficiency, problem solving/analysis skills, negotiation skills, and ability to effectively collaborate as part of a team.

* Professional currency, competence, and specialized knowledge base maintained by keeping abreast of emerging themes and best practices.

* Knowledge of and skill in applying analytical and evaluation techniques to plan, schedule, manage projects, and conduct studies.

* Excellent writing skills and command of the English language.

* Proficiency in Microsoft applications, including Word, PowerPoint, and Excel.


CLEARANCE REQUIREMENT:

Position will be subject to a U.S. Government Security Investigation. Incumbent must possess or obtain/maintain a minimum a SECRET clearance, up to a TOP SECRET clearance with special access requirements (SCI) as requested by the program. Interim clearances may be accepted by the COR with Government Program Manager's approval.


ADDITIONAL QUALIFYING FACTORS:

As a condition of employment, must pass a pre-employment drug screening, as well as have acceptable reference and background check results.

Salary
$44.70/hourly
