Job Description
Position Summary

Perform professional work and analysis to enhance business practices and performance efficiency through process improvements and automation in the organization. Support the City Manager's Office in planning, developing, implementing, and evaluating operations and services. Coordinate, analyze, and update processes and improvement efforts; design and develop technical, statistical, and progress reports. Provide support and coordinate with departments and stakeholders to enhance the City's program and service delivery. Supports operations of the Climate Action Advisory Board and Imagine Corvallis Action Network. These tasks are illustrative only and may include other related duties.

This position gets to collaborate with departments and staff across the City to develop and implement projects and services. It requires the ability to define and coordinate business processes and requirements with stakeholders across a wide variety of service areas and translate requirements between technical and non-technical staff .

Full-time 40 hours per week

12-month probationary period

Essential Functions

Provides analysis and support to improve the business processes, practices, and performance efficiency of City operations and organizational goals through process improvements and automation. Supports Citywide participation, collaboration, and implementation in designing and improving City services and cross departmental innovation and continuous improvement efforts. Ensures organizational goals, strategic objectives, and priorities are incorporated in new processes, policies, and technologies.

Works across the organization and with departments to identify performance indicators and metrics to implement effective and efficient tracking, reporting, and analysis. Assists in developing systems, procedures, and reports for implementation.

Assists in the development and preparation of project proposals to implement new systems and/or operational changes including cost/benefit analysis and estimated fiscal and organizational impact. Develops business requirements, design specifications, and documentation for technical solutions. Coordinates with vendors and potential vendors to schedule demos and obtain pricing and service and product specification information.

Assists and facilitates the work of project teams by providing project management including identifying major project milestones, timelines, phases, and elements. Monitors project progress by tracking activity, resolving problems, publishing progress reports, and recommending corrective actions.

Identifies business requirements, goals, and objectives with internal customers using interviews, surveys, process and workflow analysis, and stakeholder discussions.

Identifies problems and researches and recommends solutions related to implementation of systems or operations. Assists with identifying and resolving issues between disparate technology systems and business processes.

Provides initial administration of new reporting and analytical software modules in assigned projects to develop reports, metrics, and tracking tools. Ensures and supports data integrity, tests and implements enhancements, responds to staff data requests, and monitors department needs.

Tracks and documents changes for functional and business specifications; writes detailed procedures for use in training and process documentation.

Works with both technical and non-technical staff to scope and define business requirements and use cases during continuous improvement projects.

Identifies and engages with organization-wide staff, technology, and operations impacted by project decisions and implementations.

Facilitates and participates in internal conversations to identify opportunities and priorities for City policy and operational development and improvements.

Conducts formal and informal research and analysis projects as directed for the City Manager's Office.

Drafts, develops, and reviews reports, policies, planning documents, ordinances, and other materials and communications for a variety of internal and external audiences such as staff, stakeholder groups, advisory bodies, City Council, and the public.

Consults with the Public Information Officer on communication plans and materials for public facing outcomes of projects and with the Sustainability Coordinator to ensure sustainable practices and policy goals are incorporated to projects and work

Provides staff support to assigned advisory bodies including boards and task forces, primarily but not limited to Imagine Corvallis Action Network and Climate Action Advisory Board. Facilitates advisory body, public, and/or internal conversations to analyze priorities, objectives, and impacts for City policy development and implementation. Coordinates staff input, reviews, and City Council processes for advisory body meetings and work.

Maintains working knowledge of IAP2 framework for public process development to be able to lead or assist departments or advisory bodies with public process and engagement planning.

Qualifications and Skills

Education and Experience
Associates degree in a relevant field of study providing the knowledge, skills, and abilities to perform the essential functions of the position. Bachelor's degree in a relevant field of study preferred.

Three years of position-related work experience of professional-level continuous improvement, program development, project management, and/or research and analysis experience in a similar position and/or performing similar tasks.

Knowledge, Skills and Abilities
Ability to communicate complex information, processes, and policies effectively with technicians and non-technicians. Skill and ability to provide direction and training to team members and other stakeholders to effectively coordinate activities with other departments, outside agencies, and the public.

Ability to prioritize and manage high priority requests and projects. Ability to research, test, problem solve and manage multiple assignments, and meet deadlines.

Ability to get along well with co-workers and maintain effective working relationships; ability to promote a culture of teamwork and collaboration.

Thorough knowledge and understanding of processes related to municipal services, and the ability to apply this knowledge to implementing new processes, system improvements, and organizational best practices.

Ability to facilitate meetings and consultations regarding business needs and objectives, use cases, current operational procedures, input and output requirements, and levels of system access.

Ability to facilitate, present, and participate in public meetings.

Ability to develop reports and write technical documentation, specifications, and procedures for a variety of audiences and purposes and to provide end user training and resources.

Ability to maintain confidentiality and exercise discretion and judgment in dealing with sensitive or confidential information.

Special Requirements
Experience, training and/or knowledge in one or multiple of the following areas preferred: Project management, human-centered design, continuous improvement processes, data analysis and presentation, performance measurement and tracking, information systems, information design, SQL, Power BI, or other reporting or analytic tools, International Association for Public Participation framework, or public policy.
