Primary Purpose of Organizational Unit
Payroll Services processes and issues salary and wage payments to all University employees, processes and remits deductions for federal, state, and local taxes, retirement, and other withholdings, and processes and remits University payments for employee benefits. Payroll Services also reviews and processes personnel actions for pay rolling purposes; reviews and processes TIM (Kronos) transactions for leave and payment, and performs data control and reconciliation functions for earning, taxes, deductions and benefits. Payroll Services maintains personnel funding records and processes payroll expense distribution along with the reconciliations between the Human Resource and Finance Modules for posting to the General Ledger. Payroll Services monitors payroll compliance, including non-resident alien payroll, and submits reports required for federal, state, and other purposes. Payroll Services serves as the functional lead for Payroll and Commitment Accounting modules within PeopleSoft.
Position Summary
Hybrid: This position may be eligible for a hybrid work arrangement that may include a partially remote work location, consistent with System Office policy. UNC Chapel Hill employees are generally required to reside within a reasonable commuting distance of their assigned duty station.

The ideal candidate for this role will have strong payroll tax compliance experience so that they can have, or reasonably swiftly attain, full working knowledge of each of the team members' area of responsibility and tasks. The ideal person for this role will be willing to be hands on to help fulfill the wide range of work requirements for the tax unit while providing a strategic vision for the University's payroll tax compliance. This range of effort includes, but is not limited to filing returns, running audits and researching findings, having correspondence with employees to request information or answer tax-related inquiries, reviewing processes that impact payroll tax unit's reporting workflows and integrity, and serving as backup to team members when needed. The perfect candidate will be someone flexible enough to wear the various hats ranging from: high-level planning for team sustainability and University compliance initiatives, coordination with external units on compliance efforts, to sharing the effort of day to day demands such as high volume employee interaction such as during W-2 or tax treaty seasons and filing returns at quarter end.

The Payroll Tax Manager is a senior position within the Payroll Services department and provides oversight of the Payroll Tax unit which handles all payroll tax withholding, remittance, and reporting related to personnel payments. The Payroll Tax Manager has oversight of the compliance efforts and the team who prepares all Federal, North Carolina, Multistate tax, and Non-Resident Alien payroll reports, deposits, and filings. This position also oversees payroll strategy as related to Global payroll tax compliance. The Payroll Tax unit also creates and submits N.C. Division of Employment Security quarterly reports, W-2s, 1042s; and oversees multistate taxation process. This position advises leadership in matters of personnel tax or coordinates with appropriate University or external professionals and provides leadership for payroll tax matters, coordinates with ITS on payroll systems and system updates and the effects on the tax unit. This position supervises the Federal/NC, multistate and nonresident tax positions and provides input and guidance on all payroll tax matters. This position will also supervise the two commitment accountant positions in the commitment accountant unit.
Minimum Education and Experience Requirements
Master's with 2+ years supervisory experience and 7+ years of relevant experience; or Bachelor's with 4+ years supervisory experience and 7+ years of relevant experience.
Required Qualifications, Competencies, and Experience
Knowledge and background in sound accounting practices and principles; good analytical skills; ability to explain and communicate with campus, staff, and leadership; excellent communication skills, both written and oral; ability to work independently, as well be responsible for other staff members.

Must have ability to work closely with auditors, UNC and state professionals, and diverse stakeholders.
Preferred Qualifications, Competencies, and Experience
Prefer payroll tax accounting experience in a complex multistate tax environment including submitting returns and working with tax agencies; knowledge and ability to interpret and apply tax regulations including Federal, state and local levels.

Prefer experience in Nonresident Alien tax and University-related tax matters.

Prefer supervisory experience.

Prefer ability to compile, monitor, examine and audit tax accounts.

Prefer PeopleSoft experience.
