Job Announcement

Serves as the manager of the Budget Section of the Financial Resources Division (FRD), which is in the Administrative Support Bureau of the Police Department. Under the direction of the FRD Deputy Director, manages the department's annual and third quarter budgets. Supervises the Budget Section and travel staff. Responsible for compliance with all County Policies and Procedures concerning the department's fiscal transactions. Acts as the liaison with other county agencies regarding budgetary matters. Conducts studies and analysis involving the current and anticipated expenditures, revenues, and fiscal accounting issues. Keeps informed of inter-departmental funding trends, issues, and requirements. Manages special projects as required.

  • Participates in the formulation and documentation of agency fiscal policies and procedures;
  • Oversees the maintenance of numerous fund/subfund accounts;
  • Oversees the agency budget;
  • Researches budget, finance and procurement requirements, analyzes impact on current
  • operations and recommends means of implementation.
Required Knowledge Skills and Abilities

  • Considerable knowledge of the principles, methods, and practices of governmental budgeting and fiscal management and the ability to apply them to complex governmental systems;
  • Considerable knowledge of federal, state and county policies, procedures, regulations and legislation impacting the maintenance of financial records;
  • Ability to effectively supervise and coordinate the activities of staff;
  • Ability to develop and implement fiscal policies and procedures.
Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in accounting; or a bachelor's degree in business administration or related field that has been supplemented by at least six credit hours of basic accounting principles and concepts; plus four years of professional-level finance or business administration experience. A master's degree in a related field or CPA may substitute for one year of experience.

CERTIFICATES AND LICENSES REQUIRED:
  • Valid Driver's License
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, credit check and driving record check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
  • Demonstrated experience in budget preparation and analysis through financial forecasting, rate studies and financial analysis.
  • Demonstrated ability to present complex matters in a succinct and efficient manner to executive level staff.
  • Possesses strong critical thinking/analysis skills and problem-solving ability.
  • At least two years of experience with administering financial/accounting processes and procedures in financial systems other than System Analysis Program (SAP).
PHYSICAL REQUIREMENTS:
Work is generally sedentary. However, employee may be required to do some walking, standing, bending, and carrying of items under 5 lbs. In weight. Incumbent is subject to random drug testing. All duties may be performed with or without reasonable accommodations.
