Job Announcement

The position is located at Foundations (Lee Highway, Fairfax, VA 22030), community-based residential treatment program for adolescent females' court ordered into the program through probation or monitored by a community-based case manager. The primary goal is to assist the client and family in addressing the underlining issues that brought them to the attention of the Foundations Program, and increase the ability to accept personal responsibility through therapeutic treatment.

Serves as the Assistant Unit Director to the Foundations Program and assists the Director in all aspects of facility operations. Provides direct supervision and oversight for the daily operations and schedules staff hours to ensure appropriate coverage. Plans, reviews & evaluates staff work assignments through regular supervision meetings. Provides guidance, coaching and training to new and existing staff. Manages therapeutic program and develops goals and objectives. Monitors and ensures compliance of program operations with Fairfax County, JDRDC & and Foundations policies and procedures, Department of Juvenile Justice standards & federal PREA standards. Interviews prospective residents and families to determine eligibility for placement. Facilitates monthly treatment teams for residents of the therapeutic program. Coordinates appropriate referrals and services and acts as a liaison with other agencies.

Represents the program at court and community venues. Assists in the development of policies and procedures. Conducts staff performance evaluations and participates in the new hire selection process. Assumes all the duties of the Director in their absence and alternates being on-call for evening, weekends & holidays. This position is considered essential personnel for continuity of operations purposes and supervises essential personnel positions. May be required to respond during inclement weather or in emergency situations identified.

Schedule: This position is considered "essential personnel" and will be required to report to work during times designated countywide as approved for unscheduled leave regardless of the emergency situation (i.e., weather, transportation, other disaster).

Illustrative Duties

  • Supervises daily operations of the unit, including work schedules, assigns and manages the workload, and maintains statistical records for the unit;
  • Actively participates in the selection, orientation, training and performance management process which includes evaluating performance, identifying goals and objectives, recognizing staff achievements, and coaching staff in overcoming performance or skill deficiencies;
  • Evaluates and recommends changes in policies, procedures, and operations;
  • Advises and instructs Probation Officers and other staff regarding court policies and casework methods and techniques;
  • Holds individual conferences to discuss specific case problems and aid in formulating a treatment plan;
  • Assigns and reviews cases and records maintenance;
  • Plan and develop program services for adult and juvenile probationers;
  • Manages a small caseload of specialized or difficult cases and provide coverage as needed;
  • Establishes and maintains a liaison with community resources;
  • Keeps records and prepares reports;
  • Testifies in court and provides required written reports on adjustment and compliance with court orders.
Required Knowledge Skills and Abilities

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following: (Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") A Master's degree in social/behavioral sciences, law enforcement, or education; plus three years of professional experience in probation/court services work.

CERTIFICATES AND LICENSES REQUIRED:

  • Valid Driver's License (Required at the time of application)
  • ServeSafe (Required within 6 months)
  • Medication Management (Required within 6 months)
  • CPR/First Aid (Required within 30 days)
  • Handle With Care (Required within 30 days)
NECESSARY SPECIAL REQUIREMENTS:

PREFERRED QUALIFICATIONS:
Minimum of two years' experience supervising staff to include their performance evaluations, training and mentoring staff. At least four years' professional experience counseling families and adolescents, preferably in a residential or home-based setting. An understanding of Juvenile Justice Reform, the child welfare system, adolescent brain development, and the impact of trauma on families. Two or more years of experience interpreting and successful compliance with State and Federal regulations and completing quality assurance checks. Two or more years of experience doing case management, treatment planning, and using evidenced-based practices such as Motivational Interviewing (MI), Cognitive Behavioral Therapy (CBT), Dialectical Behavior Therapy (DBT) Expressive Arts Therapy, and trauma-informed interventions. Master's degree in counseling, social work or psychology, or other licensed eligible field. Licensure as a Licensed Clinical Social Worker (LCSW), Licensed Professional Counselor (LPC) or Licensed Marriage and Family Therapist (LMFT) or License Psychologist. Preferred prior training in ServeSafe. Proficiency using Microsoft Word.

PHYSICAL REQUIREMENTS:
  • Ability to operate a motor vehicle, including a 16-passenger van.
  • Ability to operate keyboard driven equipment.
  • Duties require the ability to physically restrain acting out residents.
  • Must be able to supervise and participate in recreational and educational activities with adolescents.
  • Visual and auditory acuity.
  • All duties performed with or without reasonable accommodations.
