Position Summary & Duties Responsible

Position Summary:

Director of Youth Services Center will administer and manage the activities and operational functions of the Bernalillo County Youth Services Center.

Job Duties and Responsibilities:

  1. Supervise, mentor and manage department or unit managers.
  2. Maintain relationships with clients, partners and other stakeholders.
  3. Managing budgets of the organization or a specific division.
  4. Develop departmental goals and initiatives.
  5. Guide managers on implementing existing and new County initiatives and policies.
  6. Evaluate department's processes and procedures.
  7. Ensure business operations and ensure they are implemented based on established procedures.
  8. Maintain regulatory records and paperwork
  9. Act as Liaison between department and County Manager/Deputy County Manager.
Youth Services Center Functional Area:
  1. Responsible for the management, formulation, and interpretation of policies and procedures for the Youth Services Center.
  2. Ensure that facility maintains compliance with state and American Corrections Association standards and practices.
  3. Prepare and submit a yearly operational budget for the Youth Services Center; responsible for presenting and justifying the department budget before the County Commission; responsible for ensuring fiscal accountability for all budget expenditures.
  4. Prepare reports for official records and information.
  5. Comply with the legal mandates governing all persons under the jurisdiction of the Youth Services Center.
  6. Ensure that medical, dental, mental health and psychiatric services are provided to the residents of the Center.
  7. Provide for all residents of the Center to be treated in a safe and humane manner.
  8. Plan and recommend long-term goals and performance measures for Youth Services Center to the County Manager.
  9. Work closely with, and responsible for maintaining an open line of communication inter and intra departmentally, and with community agencies, juvenile courts, probation department and other related entities.
  10. Ensure the development, communication, training, and implementation of the Department's Emergency Operations Plan (EOP). Communicate the Department's EOP to all Department Staff. Train all levels of Department personnel on the EOP. Ensure full participation of all employees and that roles have been established and delegated to lower management. Direct and execute the Emergency Management Procedures for the Department ensuring the safety of all residents and employees.
Minimum Qualifications

  • Bachelor's Degree in Business Administration, Management, Public Administration, Criminology, Psychology, or related field, and fourteen (14) years of work experience involving operational management, to include ten (10) years in a managerial role. Any equivalent combination related to education and/or experience may be considered for the above requirements.

ADDITIONAL REQUIREMENTS
The offer of this Bernalillo County position requires compliance with the following:

  1. Employee must successfully complete the post-offer employment medical examination and background investigation.
  2. Employee must comply with the safety guidelines of the County.
  3. Employee must complete required FEMA training(s) as assigned to position.
  4. Employee must complete required Supervisor classes if applicable.
  5. Employee must possess a valid New Mexico driver's license by employment date and retain a valid license while employed in this position.
WORKING CONDITIONS
  1. The majority of essential duties are performed indoors in a temperature-controlled environment.
  2. Outdoor duties are sometimes required in performance of essential duties and worker is exposed to natural weather conditions while performing outdoor duties.
  3. Indoor working surface is even and may be carpeted or tiled.
  4. Indoor surfaces are typically dry and may involve the use of stairs.
  5. Outdoor surface may be even or uneven and may be wet or dry.
  6. Outdoor duties may involve the use of stairs or ladders and may be performed on inclines or hills.
  7. Outdoor surfaces may include natural ground, asphalt, or concrete.
  8. Employee will be on call in emergency situations.
  9. Work hazards include high stress level of job, and operating of a vehicle.
  10. Work may be performed in a correctional facility with exposure to inmates and risk of serious bodily injury or death.
  11. Worker may be exposed to intermittent noise and vibration, a variety of fumes and odors, contagious diseases and potentially hostile and dangerous situations.
EQUIPMENT, TOOLS AND MATERIALS
  1. Equipment typically used to perform administrative duties include the telephone, computer, telefax machine, photocopy machine, pager and may use a two-way radio.
  2. Materials and products typically handled in the performance of administrative duties include a wide variety of forms and paperwork, reports, various writing utensils and a wide assortment of other basic office supplies and materials.
  3. May utilizes security equipment, restraint equipment, and mace as necessary, and weapons based on assignment.
  4. May utilizes first aid equipment, oxygen, fire extinguishers and other safety equipment on an as needed basis.
  5. Operates a county vehicle as assigned.
