Job Description

The primary mission of this high-visibility position is to effectively manage all (internal and external) change impacting the ships under construction at BIW. This requires cross-functional leadership to ensure that change is efficiently processed across divisions in accordance with the implementation strategy such that ship construction impact it minimized and executed within cost estimates.

Duties include, but are not limited to:

    Responsibility for determining if and when change should be incorporated into the hulls. Responsible for ensuring any change is incorporated in a manner that makes the most business sense to BIW.
  • Ensure all areas of construction understand near-term impacts of change and their impact into plans of the week. Ensure change is accomplished on schedule and within the estimated budget.
  • Act as the managerial conduit between the incoming Lead Yard Services (LYS) changes and the BIW Shipbuilder in order to effectively identify high risk changes and actively manage those changes throughout the implementation in the shipyard.
  • Track performance of the change process through meaningful metrics and dashboard updates.
  • Be vigilant towards potential areas where BIW might be implementing change without compensation.
  • Oversee the entire LYS external change process from inception through implementation.
  • Work with ship and area management and get concurrence as to the implementation strategy when Navy requests change impacting the hulls under construction such as QFMR and FMRs.
  • Utilize the ICP Risk Assessment Process to identify high risk change.
  • Implement risk reduction processes and actions to mitigate change implementation risk through operation's involvement in the review, strategy, approach and work order details to ensure change success.
  • Initiate A3 Root Cause Analysis (RCA) as required to address change process and/or implementation failures.
  • Manage the waiver process through review of all waiver requests and the approval / disapproval as appropriate.
  • Chair a weekly meeting with IPTs reviewing all in-process changes impacting in-process hulls and areas.
  • Chair a daily change board to review and approve all incoming internal change to ensure only value-added change is approved.
Required/Preferred Education/Training
  • Bachelor's Degree in Engineering, Business, or a related technical field is required.
  • PMP Certification is preferred.
Required/Preferred Experience
  • Minimum of 10 years working in positions of progressively increasing responsibility.
  • Expert knowledge and understanding of BIW Internal and LYS external change processes.
  • Technical and operational knowledge of shipboard systems, including power and propulsion, auxiliary machinery, damage control, firefighting, navigation, and electronics.
  • Project planning, management, and control.
  • Knowledge of Surface Combatants, Engineering and Design processes.
  • Exceptional people skills required. Demonstrated ability to get cooperation from trades personnel, Navy personnel and BIW cross- functional departments.
  • Demonstrated management, project coordination, and leadership skills required.
  • Strong written, oral communications and organizational skills required.
  • Proficiency with computers including Microsoft Office products required.
  • Ability and willingness to work in, and promote, a true team environment.
  • Successful experience in implementing and monitoring continuous improvement initiatives to improve safety, improve quality, reduce cycle time, and reduce costs.
