Job Description

St. Michael's Inc., an employee-owned company, has an opening for a Financial Systems Analyst Journeyman with experience in Department of Homeland Security (DHS) Federal Protective Service (FPS) supporting the complete lifecycle of newly identified or emerging requirements and projects. Candidates should have experience in supporting mission delivery with informed decision-making by employing analytical capabilities and providing financial transparency to support mission execution. Location: Washington (NCR), DC

Active Clearance required: Must be able to obtain a Public Trust Clearance or possess an active Public Trust Clearance or higher.

Must be a U.S. Citizen

Required:

3 to 10 years of experience in the following areas:

  • Support financial and revenue related task areas with data pulls, analysis, and recommendations in the following:
    • Accounting Classification Code Structure (ACCS);
    • Common Appropriations Structure (CAS);
    • Federal Financial Management System (FFMS); and
    • Financial system IT General Controls.
  • Ability to communicate effectively, both orally and in writing.

Desired:

  • Perform all functional duties independently with little to no oversight.
  • Previous experience working at DHS FPS.

Duties include but may not be limited to:

  • Make recommendations on data collection methodologies.
  • Document the data collection process and methodologies and recommended use and application of data collected in the management decision making processes for resource distribution and cost allocation.
  • Recommend a labor distribution model and review Payroll Data in FFMS and level of detail, recommend modifications to align payroll costs in financial system to be in line with the allocation methodology.
  • Evaluate how well the current fee structure relates to service delivery model that FPS provides; make specific fee recommendations; identify any new potential areas for fees.
  • Identify and document recommendations for rate setting, revenue projections, and tracking collections against expenditures.
  • Provide training and knowledge transfer to Federal Staff in understanding and utilizing the modernized financial tools and processes
  • Provide support in the analysis and correction of data in the financial, procurement, and asset management systems to ensure the integrity of data associated with subsidiary-to general ledger reconciliations, intra-agency eliminations, and other financial data quality assurance issues.
  • Assist in compliance with financial concepts related to Federal IT policies, procedures, and requirements.

Education:A Bachelor's degree in Finance, Accounting, Business, or related discipline is required (a Master's degree is preferred). Six (6) years' work experience may be substituted for a bachelor's degree. An Associate's degree plus 4 years' work experience may be substituted for a bachelor's degree.
