Kearney & Company is looking for a Senior Contracts Manager to join our remote team, leading a diverse team of contracts administrators to ensure compliance with contract and subcontract administration requirements. This includes drafting, reviewing, negotiating, and finalizing a variety of moderate to complex contracts, including Government contracts and subcontracts, as well as services agreements for internal support functions. The Senior Contracts Manager evaluates risk exposure, and makes recommendations to stakeholders across the organization, including senior management. Participation in proposals across the Business Units (BU) is required, to include identifying and presenting risk mitigation strategy in RFP reviews, performing compliance reviews for business / price proposals, and reviewing contractual documents to ensure the protection of company's contractual posture, satisfaction of government specifications and requirements, and adherence to company policy. The Senior Contracts Manager will ensure Contracts functions are successfully accomplished through the enforcement of policies, procedures, methods, and standards. The ideal candidate is extremely organized, responsive, and service-oriented, and thrives in a fast-paced, deadline-driven, team-based environment. Individual must have sound business judgement, and strong written and verbal skills to effectively interface with all levels of management and Government officials.

Primary Responsibilities:

  • Participates in proposal preparation by reviewing contract terms and risks and assisting the BUs with developing mitigation strategies
  • Provide guidance to employees who are reviewing and preparing responses to requests for proposals, requests for quotes, or requests for information
  • Ensure business/price proposals comply with solicitation requirements, GSA Schedule terms and conditions, and company policies and procedures
  • Support GSA Schedule management and Federal compliance, including audits and reporting
  • Drafting, reviewing, analyzing, and negotiating a wide variety of contracts, including nondisclosure and teaming agreements; government contracts; subcontracts; consulting agreements; master services agreements and statements of work; and vendor agreements
  • Negotiate and administer all aspects of a contract from proposal to close-out including contract development, administration, tracking, and analysis
  • Manage internal and external client relationships; collaborate with internal employees as well as Business Development / Client relationship managers to ensure contract accuracy
  • Advise management on contract issues, identifying risks, facilitating internal review of issues, and obtaining resolution; exercising sound judgement in determining when issues require involvement of other parts of the business or upper management
  • Lead and/or assist with contract negotiations and work with clients and management to develop resolutions to business disputes
  • Advise internal clients on various corporate policies, procedures, approaches and preferred practices
  • Review modifications, and contract closeout documents
  • Manage the contract database and all associated files to ensure compliance with policy and procedures

Qualifications

Knowledge and Skills:

  • Working knowledge of the FAR, DFARS, GSA Schedules and related Federal rules and regulations
  • Comprehensive knowledge of federal contracting regulations, policies, and practices
  • Experience with all contract types (Time & Materials, Labor-Hour, Firm Fixed Price, and Cost-Plus Fixed Fee)
  • Experience with all phases of contracts lifecycle (teaming, proposals, administration, close-out); experience with Government audits a plus
  • Broad knowledge of accounting practices
  • Sound business ethics including the protection of proprietary and confidential information
  • Strong negotiation and drafting skills with knowledge of the key business issues in government contracts with an ability to advise senior management on implications of contract terms
  • Flexibility required to work successfully under stringent deadlines
  • Excellent communication and people skills with all levels of management and support personnel
  • Organizational and time management skills and ability to work independently
  • Secret Clearance preferred
  • Proficient in Microsoft Office
  • Knowledge of Salesforce or DocuSign a plus

Minimum Requirements:

  • 7+ years of progressively complex, relevant contracts experience
  • Skilled at establishing and maintaining effective/professional relationships with external and internal customers
  • Ability to read and understand contractual terms and strong experience in redlining and negotiating agreements
  • Ability to interpret RFPs and contract terms, while developing contract positions as they relate to risks and opportunities
  • Team player with a proactively demonstrated professional attitude and demeanor
  • Excellent analytical skills to solve problems and mitigate risk
  • Excellent organization skills with the ability to multi-task
  • Sound judgment and discretion, strong commitment to ethics, and the ability to maintain the highest level of confidentiality and integrity
  • Ability to create and communicate complex business issues/innovative solutions.
  • Ability to obtain a U.S. secret level security clearance (requires U.S. Citizenship)

Education:

  • Bachelor's Degree
  • Certification in Contract Management (CPCM/CFCM) preferred

The expected salary range for this position is between $100,000 and $140,000. This range is representative of base pay only and does not include straight time pay for hours worked over 40 per week, company contributions towards paid benefits, and/or bonuses. Actual compensation (meeting or exceeding the range) will be determined based on specific experience, education, work location, clearance level, and other factors permitted by law. This position is eligible for bonuses (when applicable).
