Summary:

The Data Sharing and Governance Lead shall provide expert leadership and guidance in performance for DHS DSSS contract. It is expected that this key personnel position shall be responsible for leading the overall efforts to expand the agile rollout of data governance/management strategies, policies, practices, processes, and key performance indicators (metrics) across a complex, loosely federated mission space. This lead must build relationships with USCIS oversight offices (policy, privacy, legal), OIT, and other program offices and directorates.

Responsibilities

Essential Job Functions:

    Must consistently engage and communicate with leadership - connecting strategy, policy, and planning for constituent groups that may not be familiar with data governance or management approaches.
  • Develop and maintain data cataloging and metadata management processes to enable efficient discovery, understanding, and utilization of data assets across the organization.
  • Establish data sharing agreements and protocols with internal and external stakeholders to facilitate the secure and compliant exchange of data for business purposes.
  • Implement data quality management practices to monitor and improve the accuracy, completeness, and consistency of data across systems and processes.
Qualifications

Necessary Skills and Knowledge:

  • Familiarity with data governance frameworks and methodologies.
  • Experience in developing and implementing data governance policies, procedures, and standards within complex organizational environments.
  • Strong analytical and problem-solving skills, with the ability to identify and address data governance challenges and opportunities.
  • Excellent communication and interpersonal skills, with the ability to effectively engage with stakeholders at all levels of the organization.
  • Proven leadership abilities, with experience leading and managing cross-functional teams and driving change initiatives.
  • Knowledge of data privacy and security regulations and standards, and experience implementing controls and safeguards to protect sensitive data.
  • Ability to work independently and collaboratively in a fast-paced, dynamic environment, and manage multiple priorities effectively.

Minimum Qualifications:

  • Bachelor's degree in information systems, data analytics, data management, data policy development, or a similar field.
  • Certified in Project Management (PM)
  • The PM certification requirements may be accomplished by having at least five (5) years of additional direct experience in planning, executing, and implementing projects, and managing stakeholders.
  • At least 5 years' experience successfully establishing effective data governance/management in a large, complex organization.
  • Relevant experience includes evidence of work in federal data sharing activities (business and technical) that demonstrate developing, negotiating, and successfully implementing a data sharing arrangement.
  • Ability to successfully pass a background check.

Preferred Qualifications:

  • Post- Graduate Degree in a related field.

The salary range for this position is $130,000 to $150,000 per year.
