Summary:

Goldbelt is seeking a Senior Program Manager to drive the successful implementation of Oracle Cloud Supply Chain solutions within the Indian Health Service (IHS), collaborating closely with the Department of Health and Human Services (HHS) and other federal agencies in the healthcare supply chain ecosystem. This leadership position involves establishing and leading the Program Management Office (PMO) to ensure effective governance, standardization, and oversight throughout the project lifecycle, managing and driving the successful implementation.

This is a hybrid position with possibility of being remote.

Responsibilities

Essential Job Functions:

    Program Leadership and Governance
  • Establish and lead the Program Management Office (PMO) to provide governance, standardization, and oversight for the Oracle Cloud Supply Chain project.
  • Develop and implement program management policies and procedures to ensure adherence to best practices and federal regulations.
  • Comprehensive Program Planning
  • Develop and execute a comprehensive roadmap and detailed project plans for the Oracle Cloud Supply Chain implementation, considering timelines, dependencies, resources, and deliverables.
  • Ensure alignment of program objectives with organizational goals and federal requirements.
  • Task and Activity Management
  • Manage day-to-day tracking, execution, and resolution of program tasks and activities.
  • Initiate corrective actions when necessary to keep the program on track and within scope.
  • RAID Log Management
  • Efficiently manage the Risks, Assumptions, Issues, and Dependencies (RAID) log.
  • Identify, assess, and mitigate potential program challenges, developing necessary contingency plans.
  • Contract and Scope Management
  • Manage the program contract based on the agreed-upon scope defined in the Statement of Work.
  • Control scope creep, ensure clear change requests, and assess their impacts against program timelines.
  • Reporting and Escalation
  • Prepare and deliver regular program reporting, escalating any issues to the Program Steering Committee as appropriate and in a timely manner.
  • Ensure transparency and open communication channels with stakeholders.
  • Backlog Management
  • Develop and maintain a backlog of product enhancements to meet both tactical needs and strategic goals.
  • Prioritize backlog items based on business value and program priorities.
  • Team Support and Oversight
  • Provide counseling, coaching, and support for delivery teams.
  • Foster a collaborative and efficient working environment, ensuring the team is aligned with program objectives.
  • Work closely and collaboratively with subcontractor(s) if any, and the clients, to ensure success.
  • Financial Management
  • Manage program financials, including the development of financial plans.
  • Monitor and control program budget, ensuring effective allocation of resources.
Qualifications

Necessary Knowledge and Skills:

  • In-depth knowledge of program/project management methodologies and tools, including risk management and RAID log practices in large-scale implementations.
  • Successful delivery of multiple end-to-end Oracle Cloud Supply Chain projects.
  • Knowledge of supply chain processes including Order Management, Inventory Management, Sourcing and Procurement, Warehouse Management, and Cost Management.
  • Strong communication and stakeholder management skills, including proven ability to lead work in collaborative multi-vendor environment.

Minimum Qualifications:

  • At a minimum of 5 years of proven experience as a Program Manager, specifically leading complex supply chain-related projects in healthcare settings and/or federal organizations.
  • Experience with change management practices and methodologies to drive user adoption and organizational change.
  • US Citizen who holds or is eligible to gain clearance to work in federal government environments, ensuring compliance with necessary security protocols and regulations.

Preferred Qualifications:

  • Bachelor's degree in Computer Science, Business Administration, Information Systems or related field. Master's degree a plus
  • Project Management Professional (PMP) certification.
  • Oracle certifications, such as Oracle Certified Implementation Specialist (OCIS) or Oracle Certified Professional (OCP), are highly desirable.
  • IHS IT Program and/or Project Experience.
  • Deep understanding of Oracle Cloud Supply Chain modules.
  • Experience in the medical supplies procurement and distribution industries.
  • Experience working in Federal environment, with familiarity with Federal regulations and compliance frameworks.

The salary range for the position is $150,000.00 - $200,000.00 annually.
