Responsibilities

Program Roles and Responsibilities:

This program provides SETA (Systems Engineering Technical Advisor) & SE&I (Systems Engineering & Integration) services to an IC customer with a focus on assured space communications and supporting IT infrastructure. This is primarily broken into four major divisions including systems engineering, acquisition, mission operations, and security support.

    Systems engineering support focuses on the end-to-end processes for managing programs, including Readiness, Configuration Management, integrated master schedule, systems analysis, and future studies and innovations.
  • Acquisition support is focused on helping government COTRs in all aspects of managing development contracts to deliver capabilities that meeting requirements.
  • Mission operations roles include the support to integrating new capabilities into operations and leading anomalies response teams when issues arise.
  • Security support is focus on ensuring IT systems comply with the agency's IT Security policy (ICD-503) with personnel certified to information assurance security standards.

Specific Position Responsibilities:

This position is responsible for developing the monthly Integrated Master Schedule (IMS) for the government customer. It involves working with individual program leads to establish and maintain schedule standards, capture their key program milestones and tasks plans, integrate these plans with the enterprise schedule and publish in accordance with the customers Schedule Management Plan. The fully integrated schedule will be captured using MS Project and will include a complete set of linked dependencies allowing for critical path analysis and the ability to understand all impacts associated with key date changes. The schedule will be re-baselined as needed by working with the broader team and the customer.

Supervision usually covers a single functional area. The functional activities can range from not very complex to somewhat complex and the impact of decisions on business operations range from being limited to having somewhat of an impact. Supervision usually involves responsibility, either directly or through group leaders and assistants, for the management of employees with generally similar occupational skills, employees with a relatively limited variety of skills or employees in a single area of expertise.

  • Estimates personnel needs and assigns work to meet completion dates.
  • Makes recommendations on employment decisions
  • Develops project objectives by reviewing project proposals and plans, conferring with management.
  • Determines project responsibilities by identifying project phases and elements; assigning personnel to phases and elements; reviewing bids from contractors.
  • Determines project specifications by studying product design, customer requirements, and performance standards; completing technical studies; preparing cost estimates.
  • Confirms product performance by designing and conducting tests.
  • Determines project schedule by studying project plan and specifications; calculating time requirements; sequencing project elements.
  • Maintains project schedule by monitoring project progress; coordinating activities; resolving problems.
  • Controls project plan by reviewing design, specifications, and plan and schedule changes; recommending actions.
  • Controls project costs by approving expenditures; administering contractor contracts.
  • Prepares project status reports by collecting, analyzing, and summarizing information and trends; recommending actions.
  • Responsible for technical/operational leadership of a project/mission within the programmatic guidelines set by the program manager and customer.
  • Defines, generates, and reviews project requirements documentation.
  • Performs technical studies to refine project requirements. Monitors project to ensure work scope, schedule, and budget are well defined and maintained.
Qualifications

Required:

  • Must possess and be able to maintain a TS/SCI clearance with Poly.
  • BS 5-7 Years, MS 3-5, PhD 0-2
  • 2+ years' experience with developing and integrating complex schedules in MS Project.
  • Proven ability to complete critical path analysis of a fully integrated schedule
  • Experience with end-to-end processing - including Readiness, Configuration Management, and future studies
  • Demonstrated success in managing Mission Operations
  • Must comply with agency IT Security Standards
  • Prior experience with Government Acquisitions and development contracts
  • The ability to work well within a team of engineers
  • Demonstrated success in working with government customers.

Desired:

  • 4+ years' experience with developing and integrating complex schedules in MS Project.
  • Prior SETA experience working with the program's customer.
  • Demonstrated understanding of the systems engineering lifecycle of phases and milestones used to define project.
