Description

Position Overview:

The Program Protection and Risk Management Specialist shall provide program protection and risk management services. The services will be executed utilizing current DoD and Intelligence Community guidance and directives. Specific tasks shall include, but not be limited to, the following:

  • Organizational Security Classification Guides
  • Operations Security (OPSEC) Plans
  • Counterintelligence Support Plans
  • Foreign Disclosure
  • Foreign Visitor
  • Manage Policys delegation of Original Classification Authority (OCA) through:
  • Documenting delegated positions
  • Developing training materials
  • Training and educating OCAs
  • Recording and maintaining training records
  • Preparing Policys annual input to classification authority reports
  • Assess and mitigate threats to the OUSD(P) mission through:
  • Coordination and collaboration with the servicing counterintelligence organization.
  • Integrating threat mitigation strategies into the organizational Insider Threat model.
  • Assess and implement protection measures to address identified threats and vulnerabilities to the OUSD(P) mission.

  • Manage entry ingress and egress to and from Policy facilities, as required.
  • Security Task Management
  • Classified Couriering
  • Information System Access
  • Facility Access Management
  • Assess and execute unescorted access requirements for Joint Staff facilities.
  • Communications Security (COMSEC) Management
  • Staff Assistance Visits and Security Reviews
  • Security Classification Guidance
  • DD Form 254s

Required Skills (Knowledge, Skills, Abilities)

  • Training from the Defense Security Service (DSS) Center for Development of Security Excellence (CDSE) within the past three years.
  • Minimum of 5 years combined OSD, Joint Staff, or Service level security experience
  • Demonstrated subject matter knowledge of DoD, Intelligence Community, and national-level personnel security policies and procedures
  • Demonstrated subject matter knowledge of the Department's personnel security functions to include personnel security responsibilities and investigation and adjudication policies is highly desired
  • Experience with handling classified correspondence, expert knowledge of Microsoft Office suite tools, knowledge of government and best business practices, and experience in writing, editing, and managing executive correspondence

Clearance Requirement:

  • Current Top Secret Clearance with SCI Eligibility

Educational and Position Requirements:

  • Bachelor's degree or equivalent experience and 8-10 years related experience
