Description
The Junior Program Management Analyst position supports immigration enforcement, which has the responsibility to certify and monitor schools that sponsor non-immigrant foreign students at educational institutions within the United States. The position incumbent reports to the Program Management Analyst (Team Lead).
This position requires the ability to research, interpret, and make informed recommendations regarding the application of federal and state regulations and various policy guidelines. The incumbent will research and provide analysis of information in order to make a recommendation to the government about the eligibility of a school to participate in the program. The incumbent is also responsible for participating in meetings and working in a team environment to develop, write, and recommend policy initiatives.
This position has a variety of responsibilities and the individual should be able to balance between providing a service and conducting initiatives regarding adherence to regulations and policies. These responsibilities include:
  • Support of application processing.
  • Conduct of the preliminary review and analysis of applications for certification.
  • Review of applications for necessity for applications to make payments and then verify payment has been submitted through PAY.GOV.
  • Coordination of site visits with third party contractors.
  • Conduct of petition reviews against applicable regulations and decision whether requests for evidence should be requested either prior or subsequent to the conduct of the site visit to the school.
  • Reviewing notifications and requests sent to schools and then tracking responses to ensure information is filed within the regulatory time guidelines.
  • Make informed judgments on incoming evidence as to what the nature of evidence is and who requires review of the evidence.
  • Communicating information to case analysts assigned to the petition to ensure customer service needs are met.
  • Learning and then applying the knowledge of applicable regulations and policies by providing assistance to school officials and enhancing their understanding of immigration law as it pertains to school certification.
  • Answering inquires on all aspects of school certification.
  • Evaluating information and then advising the government customer on how best to address issues of regulatory noncompliance.
  • Completion of special projects to help streamline the processing of applications.
Qualifications
  • Bachelor's degree and three years of relevant work experience.
  • Demonstrated experience in researching, interpreting, and making informed written recommendations.
  • Ability to work responsibility and independently with minimal direct supervision.
  • Experience with standard MS Office suite products.
  • Possession of a current Secret security clearance

  • Experience working in or supporting multicultural activities.
  • Ability to speak a second language and/or overseas travel experience will be considered an asset.
  • Demonstrated experience in using creativity and innovation in seeking resolutions to problems of various complexity.
  • Possession of interpersonal skills to facilitate team coordination and effectiveness.
  • Demonstrated ability to analyze information and formulate logical conclusions.
  • Prior experience working in an academic or federal government setting will be considered an asset.
  • Prior experience working with compliance issues and providing customer service support will be considered assets.
