Position will support the Emergency Management Department to design, develop, conduct, and evaluate exercise programs intended to strengthen the preparedness of the State of Ohio, and the U.S. to prevent and respond to threatened or actual domestic terrorist attacks; major disasters, including natural hazards; and/or other emergencies. Prepare all program documentation in accordance with the applicable State of Ohio Exercise and Evaluation Manual(s) and the United States Department of Homeland Security (DHS) Homeland Security Exercise Evaluation Program (HSEEP).
RESPONSIBILITIES AND DUTIES:
Direct and assist with the preparation of pre-exercise activities, materials, and briefings.
  • Coordination of planning meetings with local, State, and Federal jurisdictions to arrange and prepare for exercises.
  • Preparation of briefings, meeting materials, and meeting minutes.
  • Development and production of exercise documents including scenario briefings, exercise plans, controller/evaluator handbooks, situation manuals, master scenario events lists, etc.
Contribute to the conduct of exercises.
  • Function or assist as a facilitator, recorder, simulation cell coordinator, and/or controller during tabletop, functional, and full-scale exercises.
  • Contribute to operational and administrative tasks to support the exercise team.
Direct and assist with the preparation of post-exercise activities, materials, and briefings.
  • Research and analysis of lessons learned.
  • Preparation, review, and editing of after-action reports and improvement plans.
  • Reporting and disseminating qualitative and quantitative exercise lessons and exemplary practices.
Other responsibilities may also include conducting assessments, analysis, and design of emergency operation plans and procedures, developing HSEEP and National Incident Management System (NIMS)/Incident Command System (ICS) training courses, and other tasks as assigned by the State of Ohio Exercise Program Manager (as mutually agreed to by the L-3 Titan Regional Coordinator).
Qualifications
MINIMUM QUALIFICATIONS:
Requires a BA/BS and 4 (or AS/AA with 6) years experience in emergency management operations and planning, or similar experience with other emergency response organizations.
Background experience should include successful completion of the following training courses:
Homeland Security Exercise and Evaluation Program (HSEEP) Training Course
Classroom completion of a local, State, or Federally conducted/sponsored Exercise Design Course (G-139)
ICS 100, ICS 200, ICS 300, ICS 400
IS-700 NIMS
Required skills should include:
Two years experience with exercise design, development, simulation, and evaluation.
Strong ability to apply the concepts of ICS/NIMS to exercise design and development.
Good written, oral, and interpersonal communication skills as well as strong computer, analytical, and research skills.
Strong working knowledge of Microsoft Office products (i.e. MSWord, Excel, Access, PowerPoint)
Ability to obtain and maintain a DoD Secret clearance.
Other requirements include willingness to travel and work in a team environment.
PREFERRED QUALIFICATIONS:
Desired:
Master Exerciser Practioner (MEP) Certification
Operational experience or specialized training in all-hazard emergency management operations.
Specialized knowledge, training, experience in all-hazard emergency operations, EOP ESF, and SOP planning.
Prior experience in Continuity of Operations and Continuity of Government (COOP/COG) planning.
Experience in Instructional Techniques.
Familiarity with the HSEEP policies and directives.
Experience working emergency response issues at the local, State, and Federal level highly desired.
